Does the Village pick up leaves and brush? When?

Does the Village ever pick up appliances?
No, there are other landfills that accept them; Alpco and Seneca Meadows, for example.
Does the Village provide any kind of compost or topsoil?
Yes, mulch is available to Village residents at the Operations Center in the spring.
Does the Village replace damaged sidewalks?
Sidewalk maintenance is the responsibility of the property owner, however, the Village offers a 50/50 sidewalk reimbursement program for eligible applicants. Please call (315) 331-6199 for more information.
Who is responsible for snow removal on the sidewalk?
The Village plows snow from the sidewalks on the school routes as a courtesy, but according to the Village Code, it is the property owner’s responsibility to keep the sidewalk in front of their property clear of snow and ice.
Do I have to call the Village before digging in my yard or in the terrace?
Before digging, you must call Dig Safely New York at 800-962-7962. This will then notify all the utility companies, including the Village of Newark to locate water and sewer.
What are the regulations for sump pumps?
The sump pump must be inspected when the property is sold. The sump pump must discharge into the storm sewer, not the sanitary sewer. You can call the Village Office at (315) 331-4770 to may make an appointment for a sump pump inspection.
What is an RPZ device and what are the regulations?
The NYS Dept. of Health requires a reduced pressure zone device for all businesses. The device must be inspected by a certified engineer or by a licensed employee of the Village of Newark for a charge of $50.00. You can call the Village Office at (315) 331-4770 to make an appointment to have the RPZ tested.
Does the Village turn off my water when I move?
No. Please call the Water & Sewer Billing Office at (315) 331-4243 to schedule an appointment for a final meter reading, then send you a final bill and transfer the account to the new tenant or owner.
How can I fill my swimming pool?
You may use the water from a village fire hydrant or you may use your own garden hose. If you use the garden hose and filling your pool for the first time, you may apply for a sewer exemption when your building permit is issued OR you may contact the Operations Center at (315) 331-6199 to make arrangements to rent a hydrant meter.
When does the canal open and close?
The Erie Canal opens May 15th and closes November 15th. The NYS Thruway Authority operates the canal. You may call the NYS Canal Corporation at (315) 946-6192 for more information.
Does the Village have a boat launch?
No, not within the Village of Newark. The closest boat launch is located in Wide Waters County Park off NYS Route 31 West across from Concord Ford.
How can I purchase a cemetery lot and how much does one cost?
The Village owns and operates Newark Cemetery located on North Main Street and East Newark Cemetery located on Vienna Street. The cost of a burial lot is $420.00. Please call (315) 331-6199 for information.
How do I schedule use of a Village park?
You may schedule use of a Village park by contacting the Alex Eligh Community Center at (315) 331-2532. There is no fee required.
What is the property tax rate in Newark? Is there full assessment?
Property tax rate for 2011-2012 is $12.196977 per $1,000 assessed valuation and 100% assessment.
What are the water and sewer rates?
Water is $2.20 per 1,000 gallons. Sewer is $9.50 per 1,000 gallons of water. Standard meter rent is $4.00 per quarter. Water bills are issued quarterly.
When do I need a building permit? Do I need a building permit for a fence?
Please contact the Code Enforcement Office at (315) 331-4770 for information regarding a building permit. Before you install a fence, please call the Code Enforcement Officer for regulations that apply.
Do I need a permit to have a garage sale?
Yes, the Village Code requires a garage sale permit issued by the Newark Police Department, which can be reached at (315) 331-3701.
How do I get a handicap parking permit?

When is Newarkfest? How can I reserve a booth?
Newarkfest is held the second Friday, Saturday and Sunday in June. You can visit the Newarkfest website to obtain more information or to reserve a booth.
Where do I get a copy of my birth certificate?
The Town Clerk issues birth certificates, death certificates and marriage licenses. The Town of Arcadia Office is located on the 1st floor of the Municipal Building, 100 E. Miller St., Newark, N. Y., and can be reached at (315) 331-1222.
Where do I get a hunting or fishing license?
You can purchase hunting and fishing licenses from the Town Clerk in the Town of Arcadia Offices on the 1st floor of the Municipal Building, 100 E. Miller St., Newark, N. Y., and can be reached at (315) 331-1222.
When are the Village Board meetings? Are they open to the public?
The Village Board regularly meets on the Tuesday of the month at 5:00 p.m. in the courtroom on the 2nd floor of the Municipal Building, unless otherwise publicized. The regular session is open to the public. The Municipal Building is located at 100 E. Miller St., Newark.
Does Newark have a leash law for dogs?
The Village of Newark does enforce a leash law for dogs. You may contact the Animal Control Officer at (315) 331-0637 for more information. Does the Village of Newark provide WiFi service (hot spot)?
There is WiFi service available at the Canal Interpretive/Visitors Center located in T. Spencer Knight Park on VanBuren Street along the Erie Canal for the use of our visitors and boaters.
